Announcing pax and tar version 1.5.

This is a minor update with an enhancement to try harder when
compressing/decompressing an archive and the program to do the
compress/decompress isn't in PATH. This problem has arisen a
few times and can rightly be classed as "operator error". However,
dealing with the "operator error" takes time and this should reduce
that happening again. This will be rolled into the next install
bootstrap script when it happens.
