pkg 2.13.0 (installer)

Announcing pkg version 2.13.0 for Interix/SUA.
This update adds new functionality to the install tools (pkg_update, pkg_delete, pkg_info, etc.).
There are packages for all systems (3.5/5.2, 6.0/6.1 32/64-bits).
"Bootstraps" of the installer will come later.

To install do:
pkg_update -L pkg

This update adds the functionality for verifying checksums during installation and on installed packages, and going forward uses new checksums.

When installing a package with pkg_update or pkg_add you
can use the '-c' option (checksum verification) so verify that the package's content was correctly written to disk.
This will make the installation slightly slower. With pkg_info you may use '-c' to verify the checksums of an
installed package (the older '-c' option is moved to '-C'). As an example:
pkg_update -Lc XXX

Prior to this version (2.13.0) all checksums in the packages were done with MD5. Packages created from 2.13.0 forward will be using SHA1. The
installer will handle packages with either MD5 or SHA1 checksums.

New version is 2.13.1 for the packages and the bootstraps.
